     美國自1935年立法成立田纳西流域管理局( Tennessee Valley Authority 如圖所示).  1. 电力的经营收入达57亿美元,田纳西流域管理局年预算的98%来源于电力的销售收入。2. 通过植树造林、防治水土流失等措施,改善了生态环境,控制了洪水,扩大了灌溉面积。3. 田纳西航运水道对流域的经济发展十分重要。TVA重视航道建设,形成1000多公里的水运通航能力。1945年以来,水道吸引了30亿美元的私人投资,加速了工业的发展。沿河两岸的工厂为当地居民直接提供了44000多个就业机会,以及更多的服务性工作机会。前一博客談到黃河的洪水災難的治理, 似乎可依照美國 "TVA 的開發" 模式治理。編輯者認為自 "小浪口" 開始, 黃河含泥沙含量已受控制, 影響不致太大。 更何況我國工程潛力日益增強, 應對埧工, 堤防, 挖浚等結構性的防洪工程可以應付。黃河理應對水路航運籌款大大加強, 提昇黃河區域工商業的興盛.  




這裡要說明總共建築31座大埧, 在主流有9座, 支流建有22座. 都是多目標功能的水庫, 以水力發電為首要。用水的能源所發的浩大的電力,   使1932年引發的空前經濟衰退得以復甦.   (待續)

「將力量賜与所立的王。」(撒上   2:10 新國際版 

士師記是一卷以色列民复興的記錄。神子民的歷史,是一部重复墮落的記載,而神卻在這里或那里,揀選了祂的器皿,來帶進恢复的工作。但這是不是神為著祂的子民的真正目的?我們今天是否也要期望另一次的复興?當然,我們的想法常會如此。但這是否神的心意,抑或祂另有別的計划?

神的眼睛在注視著一個國度,祂在計划設立一位王。先知撒母耳便成為士師記那慘痛歷史,和大衛王所代表的屬靈丰富之間的聯系人。撒母耳這禱告的人,乃站在那通往神旨意大路的交叉點上。一個大改變即將發生,一個新的國度將被引進來,于是便需要禱告來填補這歷史過度的缺口。在此就有了哈拿奇妙職事的需要。哈拿天然的遭遇并非來自偶然,全是出于神的安排(撒上1:5)。這遭遇(不生育)使她几乎絕望,然而她有神擺在她眼前,所以她的希望仍是不絕如縷。她禱告說:「万軍之耶和華阿!」很奇妙的,她心靈的傷痛,竟符合了天上的利益!為著這些利益,她將生命最寶貴的東西(從神那里求來的撒母耳),提前許愿奉獻給神。當時候臨到了,她就毫無惋惜的將儿子獻上,為要成全神的利益

"Give strength to the king whom he has appointed." (1 Samuel 2:10 NIV)

The book of Judges is a record of the restoration of the nation of Israel. The history of God's people is a record of repeated falls, yet here and there God chooses His instrument to bring in the work of recovery. But is this God's real purpose for His people? Do we also expect another revival today? Of course, that's often how we think. But is this God's will, or does He have other plans?

God's eyes are upon a nation, and He is planning a king. The prophet Samuel then becomes the link between the tragic history of Judges and the spiritual richness represented by King David. Samuel, the man of prayer, stood at the crossroads of the highway to the will of God. A great change is about to take place, a new kingdom is to be ushered in, and prayer is needed to fill the gaps in history. Here lies the need for Hannah's wonderful ministry. Hannah’s natural encounters did not come by chance, but were all arranged by God (1 Samuel 1:5). This experience (infertility) made her almost hopeless, but she had God before her eyes, so her hope was still lingering. She prayed, "O Lord of hosts!" It is amazing how the pain of her heart served the interests of heaven! For these benefits, she made a vow in advance to dedicate the most precious thing in her life (the Samuel she asked for from God) to God. When the time came, she offered her son without any regrets for the benefit of God.
